How do you set up a website where people contact you for advice& you charge for this service?

My friend is a mental health counselor.He wants to set up a website that is something like ';Dear abbey'; kind of thing, People contact you for advice and you charge minimal price for advice and referrals etc....How do you go about doing this?He set up a temporary website just to see how it goes.He has gotten flooded with pleas for advice,referrals and help..Does anyone know of any websites to go to for this sort of thing?How can we set up this kind of service with minimal start up costs?Has anone out there tried this before or known anyone who has?
