First, you want to think about safety of the maids. You don't want to send them to a home where they will be in danger. These maids you are sending out will be sexy, so I hope that you understand that you will be getting calls from men (or women) who want to see a sexy maid, and not get their house cleaned.
As far as finding out the legality of service, I suggest you visit a place like City Hall (we call it City Hall in America, you might use a different term) to find out if this is legal. When I say City Hall, I mean a place in your town where people go to get marriage licenses, their name changed, etc. Or, you can visit the court house in your town.
As far as security measures, mobile phones are good idea. I also agree that sending more than one at a time is good, too. However, suppose they come into a home where there are three to four men who can easily over power both maids? I don't think it would go too well with your town if the maids carried weapons such as guns, knives, or etc. They could carry pepper spray or something of the like, but that is just too much of a hassle. You want your maids to enjoy their work, not stress over it because they feel unsafe.
I would be careful because this could be mistaken as an escort or prostitute service. I am not trying to put a damper on your dreams, but you have to think about all of the different sides before you decide if this is something you really want to do. This is very risky.
